Leek and Potato Dumpling Casserole

2 yellow flesh potatoes, diced 1/2 inch
3 cups veggie broth
3 tbsp cornstarch
2 tbsp olive oil
2 leeks, washed and thinly sliced
2 shallots, diced
1 1/2 cups carrots, peeled and diced 1/2 inch
2 cloves of garlic, minced
freshly ground pepper
1/2 tsp salt
3/4 cup frozen peas
1 can navy beans, drained and rinsed
